The regulations about this subject are very clear in the Mexican law, the sand is considered Federal property in Mexico, therefore none (local or foreign) is allowed to take the sand from he beach for any proposes, however, a lot of our visitors decide to take a little bit of sand and a couple of sea shells with them, this do not represent a major felony but you most likely are going to be denied to either leave Mexico with it or get it into your country.
